Background
The overall purpose of this project is to provide greater mobility, reduce congestion, and enhance safety through the Route 23/80/46 Interchange by new connections from I-80 eastbound to Route 23 and Route 46 westbound and adjustments to the I-80 Bridge over the Passaic River. The current configuration does not have connections between all roads.
Proposed Improvements
The Project involves the construction of two new ramps and acceleration lanes to create connections between Route 23 southbound to I-80 westbound and I-80 eastbound to Route 46 westbound, Route 23 northbound, and Route 23 southbound. These connections do not currently exist. A new acceleration lane and ramp will be built to replace the existing ramp to provide greater weave distance along Route 46 westbound from the new ramp. Additionally, the project proposes extended acceleration lanes from Route 23/Route 46 eastbound to I-80 eastbound.
Two new bridge structures will be built as part of the Route 23 southbound to I-80 westbound Ramp and the bridge deck for Route 23 SB to I-80 EB, I-80 WB, and Route 46 EB will be reconstructed with revised lane configurations to accommodate the new Route 23 southbound to I-80 westbound connection. To minimize the property and environmental impacts, retaining walls are being proposed along I-80 and parts of the new ramps.
The project also includes fourteen relocated overhead sign structures, four new overhead sign structures, new guiderail, and the construction of ten new drainage basins with accompanying drainage structures and wetland protection to comply with NJDEP Stormwater Management (SWM) Rules.
